SO,can we all try to get the unused visas recaptured.If they can do that for nurses and physical therapists ,they can do that to decrease retrogression.I dont think they require senate approval.

I am a PT on an H1B visa working for the last 3 years. I have a pending I-140 (PD March 07). My husband and I shall be filing our I-485's soon. My visa screen is valid till Nov 2009. At the rate things are moving dont think my PD will be current for a while. Does that mean I have to renew my visa screen in 2009? Not sure if it had to be present at time of filing I-485 or at time of receiving a visa number.
I thought the visa screen should be submitted with your i-485 application. Secondly, as far as your visa screen is submitted b4 the expiration date, it should be ok.

It is still optimistic my freind. As one of our member pointed out, realstic number would be around 600K, which implies 16 months wait for some people. Also , we do not know the level of work force at USCIS engaged in processing EAD. It could be 10, it could be 100. More the better but it we it is fewer than we are doomed.

Also, any new hires will need to be trained, and infrastructure need to be set up. All these things do not happen overnight
If you assume 30 people, you get 1 year per your calculations. Make it 90 and we get it in 3 months:D

This is good news all around. It gives EB2 I an obvious benefit. However EB3 can take consolation in knowing that all EB2 is closer to C, and then spillover can start. Obviously EB3 ROW will get the spillover first, but then it will be EB3I. A visa recapture would be so great now.
Now perhaps RD matters if you are EB2 I.
This is just a hunch, however I think you will see a rash of EB2 India approval in the coming couple of months. I have seen a lot of LUDs and RFEs and the like on EB2I cased over the past month or two, and a lot of this seems as if they were pre-adjudicating, while in discussions to move the dates with the state dept.
A few lucky people from the July filers will get their green cards from this, but most may have to wait a while. They have not processed many of them.

It is not even considered yet and I don't think it will ever be considered. That amendment includes not only schedule A but also others and with proposal to increase the number as well.

In my case, I saved $400 per month as I got mine on 4.5% interest rate. If I got mine on 6% interest rate, I would have paid $144,000 more in the entire duration of my loan. I can't say enough on the value of my house because it is the lowest compared to all my neighbors with same model. The location has the best school district in the city and the elementary school is 3 blocks away.
Refinancing is a tricky part of this game. Refinancing is not always good because most of the time, you will start at month 1 again where the interest part is higher than the principal. It also has closing cost. One should only refinance if the difference is greater than 1%. 1% is only break even.
I am not saying all others should buy now. What I am saying is that we cannot say it's not a good time to buy either. It depends on where you're buying.

The internal memo is for Extraordinary Ability quota, and it is in comment period. It is not implemented yet.
The similar kind of restriction should be applied for EB1 - multinational executive quota.

The upper limit should be on a per state basis, at the very least. 150K AGI in CA is not much of a deal. Pretty much all double income families will cross that limit, and quite a few single income ones. Bummer!!:mad:
BTW, you can barely afford a Condo or a low end home in Bay Area for 150k AGI.
Not surprising. People who earn $75K (single) or $150K (as a couple) are not the ones who drastically change their lifestyles because of recession or high gas prices. In fact these people are anyways earning much above the national average. It's the low/middle-income folks that bear the brunt of high inflation and soaring gas prices...they are the ones being goaded into spending.
Anyways, think twice before you spend the rebate foolishly. Why not send it to IV, contribute to an IRA or fund your kid's 529 plan?

Most leaders are actually volunteers in IV. They have a regular full time job.
What you are saying: "who can take a flight to Washington DC on Monday morning, change the law by noon to issue GC to every EB category, have a lunch at Olive Garden, come back monday evening" :
For this you need to hire full time lobbyist which costs a lot
of money. IV budget is nowhere close to that the Hispanic lobby group:
National council of La Raza whose budget is
$40 million or $1.3 billion including its �affiliates� network.
IV is a tiny organization in front of La Raza. Thats....a BILLION with which they hire full time lobbyist.
I strongly suggest you listen to the audio interview to understand how big the hispanic
lobby is and get some reality check of how things work in US politics.

I don't know much about behind the scenes IV leadership but I respect them for taking time off and doing something for the EB community .
Money talks in this country. Maybe IV people had good ideas or bad ideas but without money I don;t think anyone is going to hear our voice OR we need mass involvement - even that is not there . Although 30,000 people are IV members but when you need them except a couple of hundred you don't see anyone.
How can an organiation work which can't even collect 5K a month from its members . We all are willing to spend hundreds ( sometimes thousands ) of dollars on EAD, AP , H1, labor, I-140, I-485, lawyers etc etc and don't even spend 100$ a year ( yes not month - a year ) .
Most of the people come here to check forums or get free advice.
For this reason alone I cannot fault IV leadership and I respect them .

Are you sure it was Atlanta and not Chicago?. Your timeline suggests it was applied in Chicago.
My company applied for PERM ALC EB-2 category at Atlanta on 18th June 2007, got it approved on 20th June. Received hard copy on 26th June.
